Gary Spivak has held the position of Housing Development Officer with the City of Port Philip (and former City of St. Kilda) since 1985. He has written municipal housing policy and established the Port Phillip Community Housing Program in 1985, developing it through project management to become Australia’s largest Local Government Housing Program and was involved with the establishment of the Port Philip Housing Association (PPHA) in 1986 to undertake property and tenancy management. The Housing Program includes partnerships and joint ventures with the private sector.  In partnership with PPHA, between 2004 and 2007 he co-ordinated the restructure of the Program to establish the Port Phillip Housing Trust, reconstitution of PPHA as a company limited by guarantee and transfer of the role of developer and owner of community housing from the City to PPHA as a new, regional developer and registered housing association under the Housing Act. He has been a Director of PPHA since 2005.  His current role is focused on facilitation of affordable housing,  preparation of housing policy and undertaking research projects that support affordable housing.
