OVERVIEW

The Community Housing Federation of Victoria is the peak organisation for not for profit organisations that own and or manage community housing in Victoria.  Community Housing offers a viable, positive and cost-effective solution to Australia’s housing affordability shortage.  The Community Housing sector is undergoing exciting change and growth due to growing community concern about housing affordability and the need to improve the delivery model for social housing. CHFV employs a small but highly motivated team charged with promoting the effectiveness of member agencies, advocating on behalf of member agencies and providing assistance and capacity building to member agencies.

PRIMARY OBJECTIVES

- Provide direction and leadership toward the achievement of CHFV’s philosophy, mission, strategy and its annual goals and objectives.

- Negotiate with and advocate on behalf of its members to Government and other key stakeholders in Victoria

- Co-ordinate policy development, projects, public affairs and other activities

- Effectively manage the organisation, including a growing work program and highly engaged staff team to build the capacity of the sector

- Identify and create opportunities for CHFV to play an expanded role around sector development issues

POSITION REPORTS TO Board of Directors

DIRECT REPORTS

There are two full time staff that report to the EO being a Business Development Officer and a Policy & Public Affairs Officer. CHFV also employs part time finance and administration staff, and may employ or second project workers for specific projects.

SPECIFIC ACCOUNTABILITIES

Management

Oversee the development and implementation of all organisational activities in the interests of CHFV members and in accordance with the CHFV Strategic Plan, including:

- the development and implementation of plans, policies, programs and business strategies

- the managing of finances and organisational decision making in accordance with CHFV’s Delegations Policy

- responsibility for CHFV’S policy development, research work, public affairs and other activities

- leading the development of a positive, participatory staff culture

- Work closely with, and provide quality and timely advice and key information to, the CHFV Board.

Finance

- Financial resource planning and implementation, including identifying resource requirements, researching funding sources, establishing strategies to approach funders and submitting proposals

Preparation and oversight of consolidated budgets and forecasts, required reports, relevant information for discussion and/or adoption by the CHFV Board and other governing bodies

Representation & Stakeholder Relationships

- Ensuring that CHFV and its mission, programs and services are consistently presented in a strong and positive image

Identifying and creating opportunities for CHFV to play an expanded role around sector development issues

In collaboration with relevant stakeholders, the development of the CHFV’s strategic direction as well as opportunities to influence Government and other key stakeholders

Act as the principal public spokesperson for CHFV and represent the Federation on external bodies both at the state and national level as appropriate

SELECTION CRITERIA

Essential

1.        Demonstrated ability to manage, develop and lead the day to day business of a member driven organisation at a senior level

2.       Demonstrated experience and competence in organisational, financial, project and human resource management

3.       Excellent communication skills including all forms of written communication, presentation, public speaking skills and media liaison

4.       Demonstrated skills in advocacy and persuasion, and experience in using the media to achieve positive outcomes

5.        Proven track record in influencing government priorities and policy in a related sector

Desirable

1.        Knowledge of, or experience in, social housing issues

2.       A capacity to understand and interpret complex or technical information

3.       A tertiary qualification in a relevant field

 

OTHER INFORMATION

Flexible working arrangements and part time hours will be considered for the right applicant. Salary packaging is also available up to $16,000.
