Improving Aboriginal homeownership: the WA experience of shared equity

Mr Isaacs was taken from his family as a child and raised as a ward of the State at the Clontarf Boys Town orphanage. When leaving that place as a youth, he was told he was on his own and never to come back. But he did return and counts among his many appointments the role of chairman of the Board of Management. He is also the first Indigenous person elected to local government as councillor and deputy mayor of the City of Gosnells, voted in as the State chairman for Reconciliation WA Inc; and becoming State manager of the Aboriginal Home Ownership and Access Disability Loans Scheme. Robert has demonstrated extraordinary commitment to improving the lives of Australians, regardless of their background. As an elder of the Bibbulmun people, he has worked tirelessly in promoting reconciliation, Aboriginal home ownership, and better relationships with the justice system.

This conference examines these issues and more – from the impact on retail trade to the boom in illegal rooming houses, from the ageing of the population to rate backlashes. The Victorian Office of Housing and the Australian Housing and Urban Research Institute (AHURI) will host the 6th National Housing Conference at the Melbourne Convention and Exhibition Centre from Tuesday 24 to Friday 27 November 2009. The aim of the biennial National Housing Conferences is to provide an opportunity for sharing, debating and promoting ideas in housing and homelessness research, policy and practice.
The theme this year is Housing in a new era: building the connections and the conference will explore the essential connections between housing, people, place, community and nation and will propose innovative solutions and partnerships to guide Australia’s approach to housing and homelessness policy reform into the future.
We encourage everyone involved in Australia’s housing and homelessness policy and practice, including policy makers, housing and allied service providers, tenants, researchers, planners, not-for-profit housing and homelessness organisations, and the private sector, to attend.

valuable contribution made by these organisations
and individuals in their communities.

CHFV Regional Forums on "Growth Opportunities for Community Housing"
Bendigo (28 May 2009) and Ballarat (16 June 2009)
The two key presentations are by Kate Breen from OoH Housing Innovations team, and Joseph Connellan. Kate is the leading Victorian expert on NRAS, which we believe is a vital but poorly understood opportunity for community housing organisations to grow their tenancy management portfolios, diversify their revenue streams and develop strong local partnerships and innovative affordable housing products. Joseph takes this further by exploring the widest range of other partnership opportunities. Here’s how Joseph describes his session:
Partnering for Growth:
The Victorian Government is in the process of allocating Federal Stimulus Package funding for over 5,000 new houses. Most of these houses will either be owned or managed by registered housing agencies (typically housing associations). This session will provide information and advice on how partnerships can be developed to maximise the benefits for individual communities.
Key issues to be addressed:
- How can partnerships be structured between housing agencies (associations and providers)?
- Why should Local Government be involved and what form could that take?
- How can community services and not for profit organisations develop partnerships to deliver housing for people in need?
The session will be led by Joseph Connellan of MC Two Pty Ltd. Joseph is a senior practitioner with 20 years experience working in Government (both State and Local) and the community sector in leadership positions across a number of sectors including housing and disability. Completed MC Two projects include:
· Development of a growth strategy for a housing provider;
· Delivery of a new housing operating model for a charitable trust;
· Development of an affordable housing engagement strategy for a financial institution;
· Development of regulatory guidance for a Government agency;
· Facilitation of stock transfer for a housing association from a Local Government Authority.
Who should attend?
- Registered housing organisations - staff and Board members
- Local Government staff involved in community services or economic development
- Non Government agencies who deliver services to clients who may have a housing need
- Regional State Government staff including the Office of Housing but extending to most Department of Human Services staff.
CHFV National Housing Cooperative Conference 2007.
The National Housing Co-operative Conference 2007 was a chance for co-ops and tenants who have been feeling under pressure from recent changes to legislative arrangements, to revitalise their commitment and enthusiasm towards co-operative housing. The conference certainly provided an opportunity for Reflection, Celebration & Vision of the co-op model, and it is our hope that we will all continue to affirm the strengths, beliefs and passion within housing co-operatives into the future, as a part of the Australian community housing landscape. Following the great success of the conference and many requests to do so, we thought it best to provide an exhibition, including links to all presentations and workshops from the program, and some snap shots of those who contributed to and enjoyed both the conference and the bus tour on the following day.
